Please visit google, type in whatever you want and scroll to the botton. Do you see the name of your current location?

Yes. without tracking cookies. No way tough they did a ISP to location database by hand.

I'd want to get internationally relevant results when I'm using google without an account.
Maybe machine learning was a mistake.
