Yes. without tracking cookies. No way tough they did a ISP to location database by hand.

I'd want to get internationally relevant results when I'm using google without an account.

Yes, and even creepier, when I book a hotel Google Maps pulls it from my email or something and the hotel shows up on the map with the dates and all on it, I was not a fan of that

Incognito mode only gives the correct location Country wise- (I kind of miss home atm) - Internet wise >.< fml (home is a crazy predicament when you always miss people)
