Thinking governments care about us and/or the planet is like believing in Santa Claus or the Tooth Fairy as an adult. NPCs don't even really care about the planet. Hence why they threw so many masks on the ground. Notice how that pollution doesn't get any attention. NPCs just eat up whatever bullshit they're told by "authority" and then virtue signal about it.
