If you’re waiting for the waiter aren’t you actually the waiter?

Exactly. One tip for waiters: Do not let your customer be waiting since you well end without tip.

If you’re waiting for the waiter to wait on you, then you’re a waiter. If the waiter is waiting for you to order, then he’s a waiter waiting to wait, so technically he’s a double waiter. But if you’re waiting for someone, then the waiter can wait on you while waiting to wait on your companion - who’s probably waiting for a bus somewhere.
