If u don't vote do you have a right to complain?
Yes. Especially when gerrymandered districts are a thing and the electoral college allows a candidate who lost by 3 million votes to "win". Voting makes little difference (outside of ballot initiatives) unless you live in a purple swing state, there are also plenty non-citizens who live here and pay taxes but can't vote. So yes they can voice an opposition to shitty policies affecting their life.
