i cast magic that every day makes 100 random dogs or cats worldwide speak for 24 hours. this magic would make it possible for these animals to speak to people (and they understand humans back too) but the animals are aware of all cameras, recorders and recording devices anywhere and they'd never speak in their presence or mention this fact to a human.

it "solves" two "problems" at once:
1. if you get chosen in the pet speaking roulette, you'll be finally able to talk to your pet for a day and a lot of people would probably like that.
2. random people would be losing their mind if they meet a dog that speaks but would never be able to prove it. 100 animals are chosen on purpose so it's enough to drive people insane but not enough where you can reliably prove that such thing happens and i think that would be pretty funny.
