Why is it so difficult for politicians to say "I am sorry."?

Because if they admit guilt then they're on record saying that they did something, specific, wrong.

Apologizing is an admission of fault, basically as solid if not more so than a guilty verdict in the court f public opinion. In terms of PR it is always better to deflect, distract, and distance yourself from the incident. No matter how badly you fuck up.

Too busy pointing fingers and promising to the public to do better than the opposition.

that admits wrongdoing / a mistake and they want to appear infallible to gain / retain public support?

Because their opponents will put the video into an ad and replay it until the heat death of the universe
