You're stopped at a traffic light. It turns green. The car in front of you should be moving, but isn't. How long do you wait before you give 'em the horn?

Normally a few seconds, except at this intersection at my workplace where the left turn arrow literally lasts 5 seconds. Here, my hand is on the horn the moment it turns green in case the car in front doesn’t immediately move.
