No, never. I read the answers and your comments. Wow, your neighbor is scum. I believe I would write him a letter first, telling him how I feel and what he is doing to me. I would also include that I will go to the police if he doesn't stop, but always in a friendly way even if it may be difficult. Perhaps that will be enough to stop him, make him leave me alone. If that doesn't make him stop, I would ask the police for help and if that is of no use, I would personally see no others way around it and just kill him. I was joking, I would move if nothing else helped.
