Never. The only police report I've ever filed was against someone who stalking me and leaving me threatening voicemails. Unless you're violently murdered they don't care.

No. Never...thank goodness because I wouldn't want to be in that situations. It sucks because obviously those who are capable of doing some things won't stop easily. They're just not good in their heads and don't know how to live in community. So I wouldn't expect that reporting them would make any change. But maybe I'm wrong. No, never. I read the answers and your comments. Wow, your neighbor is scum. I believe I would write him a letter first, telling him how I feel and what he is doing to me. I would also include that I will go to the police if he doesn't stop, but always in a friendly way even if it may be difficult. Perhaps that will be enough to stop him, make him leave me alone. If that doesn't make him stop, I would ask the police for help and if that is of no use, I would personally see no others way around it and just kill him. I was joking, I would move if nothing else helped.
