Ah, I suspected that but I never heard this as a technical term. In case I would witness that I would call the cops.
And in case the danger was imminent I'd 'accidentally' tilt the table and sweep that drink off table.
I’d tell the waiter/bar staff/manager immediately.
Tell them what I saw. Discreetly if possible, because I don't know how much access the offender has to them. They need to be in control over what happens after I tell them what I saw, not me.
if the person getting spiked wasn't ever mean to me I'd go up and tell them and maybe alert security in case the guy wanted to beat me up or something

Well first thing is make sure the targeted person does not drink that drink. Then you take that drink and force feed it to the person who did it 😊
I've called it out and confronted the person in the past. It's dangerous but I could not live with myself if I ignored it.
Anyone who answers this question by saying they wouldn't do anything needs their hard drive checked

Yup. Roofie: to dose (a person) with flunitrazepam or a similar drug, usually hiding it in a drink, in order to rape or otherwise victimize that person.
