Shy people just have a hard time expressing themselves. Be patient, understanding and attentive to them and they will flourish in your company... unless they are shy because they are just trying to avoid you.

I don't know that it's the best idea to 'make' someone more extroverted if they are not so inclined, it's not a character flaw to be introverted and we should stop treating people like it is
