I think the police don't always like it when one is put up, because it might mean that one has to be there full time?
I've wondered that too. The only thing I can think of is, like other people said, the products are cheap. Maybe it's also because it's a big store, easy to get lost in the background, and the atmosphere is lax, maybe because the employees are paid pennies and don't give a damn about enforcing any kind of dress code, so people may bot bother not making it obvious they're low-class or the low-class people feel more comfortable shopping there.
I have no personal experience with Walmart. But the last Walmart store that I read about in news was a store in Germany that did close and tried to fuck staff and cheat them with wages. I think Walmart gives a damn about image, fairness, wages, quality and service here. Probably in the US that's even worse?

A lot of inexpensive items? I avoid it as much as possible. I misplaced my laptop charger before work one day and had to pick one up before going to work and since Wal-Mart is the only place that opens super early, I went there. Took them a whole freakin’ 40 minutes to get someone to open up the display case!!! I HATE Wal-Mart.
