If you've lived in a huge city all your life it's understandable that you haven't seen many stars, let alone the Milky Way - also, it was pre internet, which is a thing. And it is an absolutely astounding to see. It's also absolutely astounding why people would call the police because of it. What did they expect the police to do? Get in their police spaceship and shoot it down? (Probably.)
